Not long ago I had the same consternating problem.  I found out that NN and
IE require different tags to set borders in frames.  You have included
< frameborder="0">  which is correct, but you also need to include
<border=0>   at least that's the way I understand it.  I took the following
snippet out of my frames site which works ok in both browsers.

<frameset frameborder="NO" border="0" framespacing="0"noresize="yes"
scrolling="no" rows="82,414*" cols="*">
