Allaire Homesite already comes with an extended search and replace like
that.

It has come in handy many, many times.

I strarted adding the meta tags the hard way.  After about 100 files it
got _very_ tedious and I though it would take me days and drive me nuts,
there had to be a better way.

There is a low tech solution for the rest of us.  I have been using a
free program called "Search and Replace HTML 98"  from
http://www.htmlworkshop.com/  for a couple months.  It will go through a
whole directory making replacements FAST.  The question was how do I
make it do what I wanted?  It was easy.

I used SRHTML98 to search for the closing tag "<./TITLE>"  and replaced
them all with:

<./TITLE>
<.meta name="MSSmartTagsPreventParsing" contents="TRUE">

I just updated several very large websites in just a few minutes.
