Looks like they're using a combo of CSS and JavaScript to create the window.
Note in their CSS file how they assigned a "hand" cursor to the <U> tag.
This causes the "overview" text to appear as though it's a hyperlink. Then
there are entity assignments that the javascript file (particularly the
aClick() function).
Not sure why they took the trouble --it looks ugly-- but it's interesting
scripting.
