I'm sorry I wasn't clear:  this executable is not on my server and I can run
this successfully on multiple browsers.  It is just this one person who is
trying to get to PCQuote's system who inexplicably gets the download prompt,
but I can't duplicate the problem no matter what I set my browser settings
up to do.

You can try it yourself by following the following link:

http://webservices.pcquote.com/cgi-bin/schaeffersopt.exe

My guess is that no one who tries this link will get a download prompt, but
to those of you who do, please let me know what conditions you set up to
cause the aforementioned issue to occur.
