Fixed positioning

I have tried to use the "fixed" value for position

example: #topline {position: fixed;  . . . etc}

and cannot get it to function properly. I have even copied and pasted the
example from WC3, and it does not behave as described either.  I have tried
it in NN4, NN6 and IE5.5.
Does this value work at all? If it does I would love to see a functioning
example; if not, my head could stand some relief from the constant pounding
against the wall!
