Forms questions

Hello all..  Happy New Year to you all...

I have a forms question for you all.  I'm kinda trying to setup a survey for
my ISP.  We want it to come out like the Top answers from the most to the
least kinda like other poll sites, for example NFL.com has a daily poll, and
the results are posted from the most votes to the least votes.  Is that a
CGI script or something else and how do I go about starting something like
that?
