500 Internal Server Error

Has anyone ever seen this error message

Internal Server Error
The server encountered an internal error or misconfiguration and was unable
to complete your request.
Please contact the server administrator, webmaster(at)tlcsilver.com and inform
them of the time the error occurred, and anything you might have done that
may have caused the error.

More information about this error may be available in the server error log.

I get it trying to set up a cgi program, I'm not a cgi expert but I have 20+
accounts and have never seen this before. The account is with cihost and
they told my client it is something that I did and he won't pay me. Boycott
them forever.
