You probably have enough answers anyway, but we've done exactly that for an
intranet - tables of cost centre codes in Access in this case, published to
static pages using ASP. As others have hinted, this is the best way to
handle infrequently changing data.

We used plain text templates to hold the static part of the pages and a
script to generate the dynamic part, then Arcana scheduler to do an
overnight update run from the staging server (merging template and access
data to the web pages and creating an index page) to the live server.

In this case it just did a network copy, but I have done another app. where
we use WS_FTP Sync and Arcana to update a web server via an ISDN line.
