piecemeal rebuild of web site?

Just wondering if anyone has ever redone a site this way...

I've got a largish (to me, anyway - certainly not on the scale of
Microsoft ;-)corporate site that is badly in need of restructuring. I've
managed to get part way through the interface redesign, but other tasks
keep intervening (I'm sure this never happens to ANY of you, right? ;-)

I despair of ever getting around to rebuilding this thing, so I've been
thinking about trying to do it in pieces - as I'm asked to add content
or revise content from the existing site, maybe I could put that content
into the new structure, and eventually move the entire site over to the
new one.

Is this a sure road to insanity?
