Background graphics

Hi mailers,
    I have a couple of sites where I am using frames so that the pages load
quicker because of the graphics heavy content for logo and menu bars. I want
to be able to use a seamless background GIF which at the moment means
editing the background GIF in each frame to align. Unfortunately when I
scroll the centre frame the hard work I have done in aligning the Gif's in
normal view is undone.
    Is there anyway the background can be loaded and the frames placed on
top with transparent backgrounds?

    Second question is how do I make the browser maximise onload I have
tried some java script but cant make it work using the resizeto?
