Everyone who has IE4 or greater (which last I heard was in the 75%+
range--I'm sure I'll be corrected if I'm mistaken) has the capability to
receive HTML email, it comes with Outlook Express free, which is an
HTML-capable email client. Whether or not they actually use it is another
story.
