I have indeed run into exactly the same peculiarities on IE 5.5.  I don't
recall such problems with IE 5, but IE 5.5 is definitely worse in many ways.
It doesn't treat JavaScript the way its predecessors do; it sometimes
creates brief "flashes" of a phantom window that disappears as suddenly as
it appears when viewing framed sites; links to pages sometimes don't work
the first time and you have to click on them a second time to get them to
load.

I went as far as opening up an issue with Microsoft, and we went round and
round with Microsoft only admitting that IE 5.5 uses a totally different
scripting engine than previous versions did.  And it's buggier than all
get-out (no, they didn't admit to that).
