Showing objects in 3D

A client wants to show his products in 3D where you can drag the image to
rotate the model and show different views.

What is the best (and cheapest) way to do this?  For the moment my client
will supply me with 24 photos of the model rotating all taken at the same
height but if it's possible we might want to try showing views from the top.

Is it stupid to try do this in Flash?  I wouldn't mind if the viewer had to
download a plug-in like QuickTime but then what tools would I need to create
such a movie?
