NN rounded table trouble

Please can anyone explain why the same table looks wrong in Netscape if I
use a DOCTYPE:

(4.01 Transitional DTD, cell heights too large in NN)

http://www.hashishin.net/ndoylend/nick/tab2.htm
(No DTD, looks fine in NN)

Both look fine in Opera and IE.
