Changing the default Error404 page

Anyone know how to add a default "I'm sorry, the page you requested blah
blah blah" message to a web site?  At the moment I just get the browser's
built in default 404 error page.  Is it something that can be done only as a
server configuration option?  (My web site is on a server which I don't have
any control over).
