Netscape frames problem solved

Kudos to all of you who took the time to look at my problem and offer
advice.  The article posted by Kehvin Zydhek was of particular help in
understanding the browser's behavior.  I added extra pixels to the height
which lined me up perfectly vertically and I am now within 3 pixels of being
horizontally lined up, which I'll keep tweaking.

I've been lurking on this list for quite a long time and have found the
input and expertise to be of first quality.   It is certainly helping me to
grow in the field, and strive to make beautiful code.  I can't tell you how
great it is to have this resource.  Thanks.
