How about a JavaScript file that you include on every page?  All the
JavaScript would do is write out the HTML necessary for the navigation.  The
call the function in the area of the page you need to display the menu.  If
you're looking for a DHTML menu than all the better: there are several open
source ones floating around out there to choose from.
