My suggestion is a combination of PHP/mySQL.

PHP is easy to learn and use, it's well supported by an active community of
developers.  There are hundreds of tutorials and sample code sites to get
you started.  Oh, and it's free.  mySQL is just as straightforward to learn,
and has the same advantages.  Oh and it's free.  Cold fusion ties you into a
proprietary system.  Screw that.
