Dynamically Built Menu

Does anyone know how to do this (or even if it is possible)?

Is there a script that can read the file structure on a server and then
dynamically build a menu (navigation) for a webpage that will point to these
files?  I know this can be done in various ways through a parameter or text
file, but I need something that will automatically detect when a new file is
placed on the server and dynamically update the menu real-time.
