I am looking for a good PHP program that will allow users to upload photos
to a specified folder.  The use, will be for a website that allows users to
display their photographs online, and allow visitors to vote on each photo.

(Taking it one step further).....

I would like the top voted photo to appear on a specified page - such as the
homepage.

Anybody seen anything like this?
