looking for js menu

Hi,

I've been searching around for some javascript menu code which provides a
drop-down menu (not using select input) similar to what MS has on their
front page -

except I want the initial link to persist as a link even if javascript is
not enabled.

I have found examples of other types of menu but this is surprisingly
elusive.

Do these menus require use of dhtml?
