* CGI is one way: PHP can do this, or even Perl using dynamically
generalted pages.
* Server Side Includes (SSI) can substitute a single file sitewide the
menu spot in each of your pages, if your server supports it.
* Dreamweaver (and probably other site management tools) can update your
files given changes to a single common ancestor called a template. This
is server independant, but does require you re-upload all the changed
files...
* Search-and-Replace functions can change entire directories with a
single click...same caution as the template idea...they all need to be
uploaded (assuming you develop on a local mirror).
