need help with an explanation

OK, I don't quite know where to start.  I'm hoping that this list can help
me come up with an explanation for a potential client of why <html>,<head>,
and <body> tags are needed.

I was asked to see what I could do to improve the site, and immediately
informed them that the document must start with an <html> tag, and that
certain parts of the code must have <head> tags, etc.  I got an e-mail back
saying that their current designer said they weren't needed.

Are the meta tags, on such a document completely ignored by search engines?
Is the javascript unstable?  What are the ramifications of leaving out these
essential tags?  How do I explain them to this potential client?  I feel as
though a child has asked me why the sky is blue.
