windows 2000 (dunno about other versions) has it built in

   Programs > Accessories > Accessibility > Magnifier

there are also freeware apps you can get, e.g. Loupe by Gregory Baun

alternatively, i believe Mozilla and/or Opera can resize even fixed fonts
