Paragraph space renderring

Two seperate pages - content different but structure the same - yet pages
get rendered slightly different.
Browser: IE5
Platform: win98SE
Pages http://www.aworldofus.com/online/html/issue3lob2.html and
http://www.aworldofus.com/online/html/issue2lob1.html
The difference I see but can't see why is that above the paragraph "The
senders and petitioners of this document blah blah blah ..." in 2lob1 there
is just one line space, but in 3lob2 there is what seems to me to be 1.5
line spaces, almost like a paragraph spacing as well.
If you run your mouse with click down over the area you'll see the  
characters get selected and it will show up the gap I mean.
Any thoughts?
