asp vs. html

what is the advantage of using asp over html?  does it minimize the errors
if you have javascripts, active x, etc?   i currently don't have asp on my
webhosting option  so i was wondering if it is worth the added cost?

thanks!  also thanks for those who sent some replies to my mailing
list/newsletter subscription post.  i am still looking for a good program
which is not too fancy and expensive.  as long as it collects the emails
automatically and stores it in a file or something.  i really don't have an
idea how this should work.
