Linking Style Sheets

When using CSS, I usually link to one external style sheet.  I've noticed
that if Netscape 4.X has "JavaScript" disabled, it does not load or
recognize the style sheet.  Does anyone know of a walk-around for linking
style sheets when JavaScript is disabled in the browser?
