Account Manager

Does anybody have any recommendations for a good Account Manager program,
written in Perl?  I have found a couple, but cost a lot of money - as this
will be for a non-profit organization I would like to find something either
free or with a friendlier price tag.

It needs to include some kind of billing/invoice/statement log system,
member signup up, and maybe configurable to work with a payment processing
site in the future?  I know I am asking a lot for this kind of price, but
maybe we will get lucky!
