HTML-Kit is an editor from www.chami.com that comes bundled with HTML Tidy,
& it will convert all your tags to upper or lower case.  Best of all, it is
completely free. (With its free plugins it also supports CSS1 &2, XML, WAP,
Perl, JavaScript, & more.)
