I honestly don;t know, as i'm new to this myself -
but I have been told (by them with the experience) that
1/ Frames make things more difficult for search engines to find, and
2/ W3C is trying to push design away from frames and toward CSS positioning
(when it gets properly supported by the browsers, at least!)
So i'm using that as an excuse not to learn frames -
