Have you tried http://dmoz.org ?  This is where many of the search
engines actually get their listings from and they are free.  It may take
few weeks as it is volunteer based.

Can anyone recommend a reliable, affordable, web site promotion service.
I have clients who need help promoting their web site in search engines,
and I don't offer that service.  I am concerned about all the hype email
with all the empty promises about listing in ga-zillions of search
engines.... you know the kind I mean.  I don't want to connect my
clients to the wrong service company.  Please only suggest companies
with proven track records.
