Try one of these (depending on the situation, one or both have worked for
me):

PROCESS ONE:
Resize the screen larger. If you're at 800x600 now, go up to 1024x768. That
almost always brings the palette back.

If you're already at the max res for your monitor, follow these steps:
PROCESS TWO:
Close Paint Shop Pro
Resize your screen to 640x480
Open PSP, and make sure all palettes are visible (turned on)
Resize the screen to something larger, 800x600, 1024x768, 1280x1024, etc
Your palette should be visible

This has worked for me, since Windows is forced to bring the palettes back
in when the screen in resized, generally sufficiently to grab the palette.

Finally, one of the easiest places to lose a toolbar is behing the Windows
Taskbar, so try setting it for autohide and look there.
