search engine submission questions

I have been using AddWeb for site submissions and have been happy with it.
Submission rules have changed so much what with the Pay-to-Submit trend.  I
have a customer who would like to hire a site-submission business to
resubmit her site to search engines and link registries regularly.  I would
really appreciate any advice about AddWeb or other submission businesses.
