Netscape frames problem

Ok guys,

When will Netscape GO AWAY?

Anyhow, I have a problem, I am desperatly hoping that someone can help with.
My client has given me a design, and insists on using frames.  Of course,
they still require compatibility with Netscape 4.  I've managed to get the
images to line up adequately with one exception.  One pesky graphic is being
cut off at the bottom and I can't for the life of me figure out what it's
problem is!  Any suggestions would be greatly appreciated.

The problem is in frame name "headerb" and the graphic is the bottom of the
boat that contains the words "BATTLE OF THE ATLANTIC."  The actual height of
the graphic is 35 pixels, which I have exactly specified in the frameset.
Am I losing my mind?
