If you wiped it out completely, and didn't have chinese characters sets on
that computer, it wouldn't.  That might be a bit lengthy, though.  You could
try copying all of the text in the html file, pasting it into another
notepad, and saving that file in another directory or under another name.
See if that helps.  If it doesn't, look around for a program that lets you
specify what character set to save it in, maybe?

Something in that file is falling into IE's definition of chinese.  It could
be something that looks perfectly english, though, could be the way it
encodes whitespace, or it could be the way the file is saved.  I'm sorry I
can't help you on it more.  What you really need to do, if you don't get any
other replies on this list (I expect you will, though), is  manage to find a
more targeted place to ask questions.  Find a chinese, or japanese, or some
other place that uses a non-english-standard character set, webmaster
resource.
