Thanks, Ibrahim, this worked:
I changed the doctype to:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
"http://www.w3.org/TR/html4/loose.dtd">
and then adjusted my relative position from 3px to 5px on all pages.
<!--this begins the navigation bar-->
<div class="navbar" style="position: relative; top: 10px">
<div style="position: relative; top: 5px">
<!--#include file="navbar.txt" -->
</div>
</div>
<!--this ends the navigation bar-->
