how META tag keywords work

 We're updating the list of keywords on our corporate site, and
someone posed a question I can't answer.

If we have a keyword (phrase) of "ERP implementation", will the search
engines match that if a user types in just "ERP"? Or should we also
have "ERP" as a separate keyword?
