frames and problem analysis

Hi,

Looking for a good checklist to use to ensure that a website that uses
frames does so in an optimal way regarding navigation, accessibility etc.
Are there any reasons why frames should not be used if they are used
correctly?

Interested in any response or pointers to any resources with good
substantive info.
