I think the cause is simply the co-ordinates you're using in the second
image map.  I gradually pared the page down until all that was left was
that second image map, and it still didn't work.  So I checked the
coords being used, and they are wrong.  For rectangular areas, they
should indicate the top left and bottom right corners of the area, but
the coords you're using appear to specify the top right and bottom left
corners, which I guess result in "negative" areas that can't be clicked
on. :-)  If you correct the coords, it should work OK.
