JS "last Modified" not working

I have a small "last modified" JavaScript that was working fine until a new
network administrator arrived. Now it returns the time when the page is
called, not when it was modified. The admin doesn't know why it doesn't work
now. Any suggestions? It still works on several other ISPs.
