Width=100% Problems in Opera 5

Run into something unusual when doing some cross-browser testing.

On this mock-up page for a customer proposal
(http://www.craftedsolutions.com/ise/isemock3e.html) I used

  <TD ROWSPAN=2 WIDTH=100%>
   <IMG SRC="images/iseright4.gif" WIDTH=100% HEIGHT=80></TD>

for one of the cells to get the banner to expand based on window size.  This
works fine in IE 5.0, NS 4.6 & NS6, but does not in Opera 5.  I have also
tried:


  <TD ROWSPAN=2 WIDTH=100% BACKGROUND="images/iseright4.gif" WIDTH=100%
HEIGHT=80>&nbsp;</TD>

without success.  Any ideas how to get this to work in Opera?
