Video Conferencing

I have a client with a specific need, and I have searched till I am blue in
the face.  Can't find exactly what I am needing out there.

He wants clients to visit his website, and schedule appointments for video
conferences with his agents.  He wants those video conferences to have live
video and sound, so that both parties can talk back and forth.  It would be
tied in to a system so it could track the time of the conference, and bill
for that time once it is over.

He is willing to do what is necessary to make this happen.  Problem is
everything I have found is software that companies want to sell you
memberships too.  What I feel he needs is his OWN software that can be
installed on a server that can do all this.

Does anyone know of anything like this?  I talked to someone a while back
that said he had a similar client request and he found some software by a
company in california that did all I needed.  He paid alot of money for this
and then found out it would have been used for pornography and he stopped
his invovlment.  He wont' tell me the name of the software, and only said it
was created in California.  I think he just wants to sell me his copy..
however it is a couple of years old.

This would have to be server side, and would have alot of abilities, like
time tracking, and the ability to generate reports., and possibly do
billing.  Not clear on that part yet.
Is there such an animal?  My client is willing to have a server built that
will handle this, I just can't find what I need.
