the <layer> tag is a propriatary Netscape Only tag.
It is not in the W3C specs.
NN6 is beta at this point but when it does arrive it will support standards
and will not support the layer tag.
behaviours (transitions, ect) are for the most IE specific tags.
You may want to ask yourself if the use of propriatary tags and all of the
attendant coding, sniffers, versions, is really of benefit.
(athough dreamweaver is the product of the hour for this)
Also the number of people that are turning javascript off, turning the
images off, and refusing cookies is larger than a lot of designers think.
Which, to reach this audience will require another set of pages in plain
vanilla HTML.
