Google gives higher priority to sites that are linked to more frequently.
The concept, which seems to work pretty well, is that the most relevant
pages have already been found by other page authors, and if they use the
page as a reference, it must be worth more than a page that is never linked
to.  There is little you can do to influence Google, other than link to your
own pages and try to get other sites to link to yours.  Also, if a more
popular site links to your page, it is worth more than having a link from an
unpopular one.

This ranking is not only done using this method, but this method is what
makes Google unique.
