Just go to the section or area where you want to submit a site,
and click on the submit or add url button or link.
when it comes up it will ask you then which way you want to go
the classic submittion or the paid priority one, that is where it explains
it.

You Asked:
Try as I may, I can't find the part of Yahoo's site that explains their
priority submission (ie, pay) policies or procedures. I know they used to
have something like this. (Maybe it was called Priority Service?)
