A similar question regarding Netscape's handling of frames was asked not too
long ago, and I think the answer now is the same as it was then, so I'll
repost the pertinent data from my original post for you:

One of the things I've learned with working with framesets and Netscape is
that even though Netscape designed the frame tag to start, to this day, it
cannot build frames to pixel-specific sizes, instead estimating everything
based on a percentage of the window width. See

As John mentions, NN6 (currently called Mozilla), can display frames to
pixel-perfect sizes, as can most other current browsers. Unless you can use
CSS Positioning to do what you want (which works in most browsers to some
degree of success), Charles' suggestion about making the frame size larger
is about the only option you have for now.
