That's because the people are thinking "NN vs IE" instead of "Compliant vs
Non-compliant".
You should need to build only for "IE4+, NN6+, Opera 4+, etc" and "NN4.x,
IE3.x, etc"
I usually degrade for NN4.x now, and target compliant browsers. It was a
difficult decision, but a necessary one for my business model.
