Your FRAMESET is correct, though I have seen some with a </NOFRAMES> tag
before the last </FRAMESET>.  I suspect you are just seeing the effects of a
browser's interpretation of the FRAMEBORDER being set to "0".  With no
border, there is nothing for the mouse to latch onto.
