Need Scripts Parsed - Clarification

OK...I can see I'm not asking the right question...

On this particular server, include statements inside .cgi or .pl scripts get
ignored.  In addition, header and footer html files that are called through
the scripts...their include statements are also ignored.  Is there some way
to fix this?

My include statements are working perfectly everywhere else.
