Offline broken links with Mac

I burned some offline HTML files to a CD. In IE in Windows the pages appear
and link as they should. I then transferred the CD to an iBook and a
PowerBook G4, both running OS 9.1. I can open a single HTML page just fine,
but no links work.
Clicking on a link will give a message that the file cannot be found. The
address bar shows the entire path including the CD's name, for example:
"file:///CDNAMEHERE/PAGE.HTM" for a file called "page.html" that was in the
root directory.
I often swap offline HTML files among Windows and Linux boxes, but would
like to take this new iBook on the road because it has a built-in CD burner.
My last Mac (until now) was an SE fishtank. Any Mac types know what I'm
doing wrong?
